South Korean Lawmakers Commend Cambodia’s Vigor in Combating Cyber Scams


Phnom penh: A South Korean parliamentary delegation has highly praised Cambodia’s sustained and decisive efforts to dismantle sophisticated cyber-related scam operations across the country. The commendation was delivered by the delegation, led by H.E. Kim Seok-Ki, Member of the National Assembly and Chair of the Foreign Affairs and National Unification Committee, during a field visit on Oct. 23, 2025.



According to Agence Kampuchea Presse, the lawmakers inspected the former operational headquarters of an online scam network at the Sopheakmit Residence in Bati district, Takeo province, a site recently shut down by Cambodian authorities. The South Korean lawmakers acknowledged the Royal Government of Cambodia’s strong commitment and close inter-agency cooperation in investigating and dismantling these criminal enterprises. During their visit, they observed evidence analysis being conducted on materials confiscated from prior operations, which included a large cache of electronics: 272 desktop computers, nine laptops, 44 monitors, 44 CPUs, 1,305 mobile phones, and two iPads.



The delegation specifically commended the determination and effective actions of the Cambodian authorities in suppressing online fraud, underscoring the Royal Government’s firm stance against transnational cybercrime. They also expressed appreciation for Cambodia’s swift facilitation of the repatriation of South Korean nationals who were either involved in or victimized by these scams.



Extending thanks to Cambodian law enforcement, H.E. Kim Seok-Ki urged continued joint efforts to apprehend offenders and provide timely assistance to South Korean victims. H.E. Kim affirmed his intention to disseminate the positive findings of the visit upon his return to Seoul, pledging to encourage the Korean police to strengthen cooperation with their Cambodian counterparts to prevent the recurrence of such online fraud and to further enhance bilateral collaboration in combating cybercrime effectively.



The visit in Takeo followed a stop on Oct. 22, 2025, to another former scam site known as the ‘Seh Sar Building’ in Phnom Penh. An operation conducted at that location in July 2025 resulted in the arrest of 57 South Korean suspects (including two women), 29 Chinese suspects (including three women), and several Cambodian nationals, along with the seizure of numerous computers and mobile phones.



These crackdowns align with a nationwide campaign against cyber scams launched by Prime Minister Samdech Moha Borvor Thipadei Hun Manet. On July 14, 2025, the Prime Minister issued a nine-point directive requiring strict and responsible enforcement by provincial governors, police commissioners, and relevant ministries. He emphasized that any failure to comply would be subject to performance evaluation, reassignment, or removal from office, underscoring the gravity of the campaign.



Cambodian authorities have vowed to pursue the strictest legal action, without exception, against all masterminds and individuals involved in technology-based fraud cases.
