Cambodia Stands Firm on ICJ Submission, PM Confirms

Phnom Penh: Prime Minister Samdech Moha Borvor Thipadei Hun Manet reaffirmed this afternoon that the Royal Government of Cambodia will not waver in its stance to submit its border dispute with Thailand to the International Court of Justice (ICJ).

According to Agence Kampuchea Presse, the Prime Minister emphasized the unwavering position of Cambodia during the closing ceremony of the Cambodia Scouts' Extraordinary Congress at the National Institute of Education in Phnom Penh. He announced that within two weeks of declaring this position, Cambodia had officially submitted its request to the ICJ.

Samdech Thipadei reiterated that the decision to bring disputes over the Ta Moan Thom, Ta Moan Tauch, and Ta Krabei temple complexes, as well as the Mom Bei area, to the ICJ was aimed at preventing armed conflict and avoiding bloodshed. He also urged the Royal Cambodian Armed Forces to remain vigilant and prepared to defend the nation's territorial integrity, emphasizing that not even a millimetre of Cambodian land must be surrendered.

The Prime Minister called on extremist groups to refrain from exploiting the Cambodian-Thai dispute or demoralizing national forces. He affirmed Cambodia's commitment to resolving the issue through a combination of technical mechanisms, international legal proceedings via the ICJ, and, if necessary, military defence if the nation's sovereignty is threatened.

He expressed hope that the international community would recognize Cambodia's peaceful and consistent approach, which is based on international law, in seeking a lasting resolution to the ongoing border conflict. On June 16, 2025, at 11:30 a.m. local time in The Hague (4:30 p.m. Phnom Penh time), H.E. Ms. Kimsour Sovannary, Cambodia's Ambassador to the Netherlands, delivered Cambodia's submission to Mr. Philippe Gautier, Registrar of the ICJ.
